Official: Explosions heard in Kirovohrad Oblast

Explosions were reported in Kropyvnytskyi around midnight on Sept. 15. Andrii Raikovych, the head of the Kirovohrad Oblast military administration, urged residents to shelter. He later reported that Ukrainian air defense systems were defending the region successfully.
