Russian occupiers have no intention of rebuilding Popasna

Quote from Haidai: "The so-called LPR [the self-proclaimed Luhansk People's Republic - ed.] has once again noted that it is not expedient to rebuild the city of Popasna. The occupiers have determined that the current review process for applications for compensation for destroyed housing is unsatisfactory.
None of the occupiers is able to accept responsibility for making a decision about Popasna. At first they issued a decree stating that rebuilding it was not expedient, then this decree was dismissed at a higher level, namely by officials in Russia, and now they are once again preparing the local residents to proceed with the original plan."
Details: Haidai said that the Russian occupation regime is looking for money to build additional housing in Pervomaisk and Zolote and is considering Lysychansk and Sievierodonetsk as alternative options. Meanwhile, Haidai added that the Russian occupiers were not able to promptly respond to existing claims for compensation for destroyed housing in Lysychansk and Sievierodonetsk, as well as in Rubizhne and Kreminna.

"Either money was allocated but disappeared shortly thereafter or it disappeared even before being transferred to Luhansk Oblast, but the so-called leaders of the self-proclaimed 'republic' have been informed about the extensive failures to make payments [to honour local compensation claims - ed.].
They are looking for those responsible, but not for the money itself," Haidai concluded.
