Occupation administration of Kherson moves to Skadovsk – General Staff report
The Russian occupation administration of Kherson Oblast has moved south from Kherson to the city of Skadovsk, and the invaders continue to force the population to evacuate. The enemy is intimidating civilians by spreading information about a possible undermining of the dam at the Kakhovka Hydroelectric Power Plant. At the same time, the local population is deprived of any means of communication. The Russian occupation administration of Kherson has moved to the city of Skadovsk."
Details: In general, the Russians are attempting to hold onto the temporarily occupied territories and focusing their efforts on containing Ukraine's defence forces on different fronts.
They are conducting offensive actions on the Bakhmut, Avdiivka and Novopavlivka fronts. The Russians are shelling units of the Defence Forces along the entire line of contact, building fortifications on various fronts, and conducting air reconnaissance missions. They continue to strike critical infrastructure facilities and civilian homes in violation of international humanitarian law and the laws and customs of war.

Over the last 24 hours, the Russians have carried out 4 missile strikes, 26 air strikes, and more than 27 MLRS attacks. The areas around more than 20 settlements came under fire, including the village of Mykilske in Zaporizhzhia Oblast, Poltava, Kramatorsk, Nikopol, and Mykolaiv. The threat of new strikes and UAV attacks remains, particularly from the territory of the Republic of Belarus.
There are no significant changes on the Volyn and Polissia fronts. Belarus continues to support the Russian Federation's military aggression against Ukraine. The Russians opened fire on other fronts:
- On the Sivershchyna front: from mortars and tubed artillery, hitting the settlements of Senkivka and Hai in Chernihiv Oblast, as well as Oleksandrivka and Vovkivka in Sumy Oblast;
- On the Slobozhanshchyna front: from artillery of various types; on areas in and around the settlements of Vilkhuvatka, Vovchansk, Kozacha Lopan, Krasne, Milove, Starytsia, Strilecha, Veterynarne and Chuhunivka;
- On the Kupiansk and Lyman fronts: from mortars, tubed and rocket artillery, striking the settlements of Dvorichna, Kucherivka, Kupiansk, Kyslivka, Berestove, Hrekivka, Nevske, Osynove, Terny and Torske;
- On the Bakhmut front: from artillery of various types, in and around the settlements of Zelenopillia, Berestove, Bakhmut, Bakhmutske, Ivanhrad, Soledar, Spirne, Bilohorivka, Opytne and Yakovlivka;
- On the Avdiivka front: from artillery of various calibres, hitting the settlements of Avdiivka, Marinka, Vodiane, Paraskoviivka, Krasnohorivka, Pervomaiske and Nevelske;
- On the Novopavlivka front: from mortars, tubed and rocket artillery; on areas in and around the settlements of Bohoyavlenka, Pavlivka, Velyka Novosilka, Prechystivka, Vuhledar, Vremivka and Neskuchne;
- On the Zaporizhzhia front: from all kinds of artillery available, striking the settlements of Huliaipilske, Zaliznychne, Dorozhnianka, Stepove, Olhivske, Malynivka, Novodanylivka and Chervone;
- On the Pivdennyi Buh front: on settlements along the entire line of contact.
The city of Nikopol came under fire from MLRS.
The occupation command is trying to use newly conscripted soldiers to compensate for the constant losses of military personnel in the units that are directly involved in combat operations in Ukraine. Employees of the FSB are "working" with those who refuse to take part in combat operations. Updated information has confirmed the destruction of Russian ammunition storage points in Zaporizhzhia Oblast on 29 October.
Furthermore, five units of military equipment were destroyed when clusters of Russian occupiers were hit. Losses of military personnel were estimated at up to 30 soldiers killed and approximately 100 injured. Ukrainian aircraft carried out 22 strikes on 1 November.
19 Russian clusters of weapons and military equipment came under fire, as well as three air defence positions. Ukrainian air defence units shot down two Orlan-10 UAVs and six Shahed-136 attack drones on different fronts. Ukraine's Rocket and Artillery Forces attacked two clusters of manpower, weapons and military equipment, an ammunition storage point, and four other crucial Russian military targets in the course of the day.
