Russian occupation regime in Luhansk Oblast prepares to hike up utility prices

Lower utility tariffs were a trump card of the occupation forces as they seized [Ukrainian] cities and something that the elderly in particular counted on as they chose to stay [in the Russian-occupied cities and villages]. But even this benefit has turned out to be elusive." Details: The Luhansk Oblast Military Administration reported that the occupation authorities will approve a 10% increase on the prices of most utility services by the end of November.

The military administration also reported that almost all men aged under 60 in 10 villages near Dovzhansk have been conscripted to fight for Russia.

In Khmelnytskyi, the men were conscripted and taken away in one day. Those who attempted to hide at their relatives' or friends' places were found with the help of village council representatives. In the Starobilsk district, Russian forces are moving into both abandoned homes and those that are still occupied by residents; these residents are being forcibly removed from their own homes.

On 22 November, Russian forces attempted to mount a new attack on Bilohorivka, but were once again repelled by the Ukrainian armed forces. On the Kupiansk and Lyman fronts, Russian forces are defending their current positions and deploying tank guns and artillery to fire on areas in and around Novoselivske, Stelmakhivka, Makiivka, Ploshchanka, Yampolivka and Bilohorivka (Luhansk Oblast). Ukraine's aircraft have carried out three air strikes on clusters of Russian personnel, weapons and equipment in the past 24 hours.

Meanwhile, Ukraine's Rocket Forces and Artillery have struck a Russian command post.
