Details: The President noted that the areas most affected by scheduled power outages are Lviv, Vinnytsia, Kyiv, Ternopil, Sumy, Zakarpattia, Zhytomyr and Khmelnytsky oblasts and the city of Kyiv.
Background: DTEK, Ukraine's national power regulator, reports that it will take much longer to restore power facilities in Odesa Oblast than it did after previous Russian missile attacks.
