As per some internal sources Prince Harry had a conversation with his father, King Charles about his unavailability during the festival as Prince Harry had to head to California to celebrate Prince Archie's fourth birthday with his wife Meghan Markle and with their little daughter.
Harry seems to have changed his plans as a royal insider informed, "After much back and forth, Harry said that he would be returning for the King's Coronation but it will only be a fleeting visit." But he will not be present at the musical concert that is going to set the day after Coronation at Windsor Castle. This concert will have some amazing performances from global stars like Katy Perry, Andrea Bocelli, Freya Ridings, Bryn Terfel, Take That, Lionel Richie and others and this concert will be attended by more than 20,000 public. In past Karry was seen making some controversial comments about Prince Harry.
The incident took place in 2012 when Graham Noton asked if the Duke had added Katy to the Queen's Jubliee guest list personally and Katy replied, " Prince Harry? He's a hot ginger isn't he." Further when asked about Harry's love of ladies, she said, " I'd be open to that."

In the 2018, when Prince Harry got married then also the singer made some comments about Meghan's look and dress.
And it doesn't seem to go well with Meghan. As per some sources, " Meghan is keenly aware of a comment that Katy Perry made in 2018 about her wedding dress and is notorious for holding a grudge. While the comment wasn't meant to be hurtful, Meghan felt under siege at that time and was so overwhelmed by arguments with staff, the Duchess of Cambridge, and Thomas Markle."
After all this it seems like Harry's absence in the concert is intentional.
