The decision was made by the deputies on Thursday as part of the plenary session of the European Parliament.
625 deputies took part in the vote, of which 446 voted in favor, 67 against, and 112 abstained. Next, negotiations with the European Council will begin to pass the law at a plenary meeting, which is scheduled for July. In general, MEPs are seeking a quick deal with the council as a matter of urgency.
The new plan concerns:
- increasing European production of ammunition and missiles;
- speeding up the delivery of ammunition to Ukraine;
- funding worth 500 million euros.
The proposals of the European Commission note that this plan consists of two components. The first proposes measures aimed at increasing the production capacity of the EU defense industry. The second involves measures aimed at strengthening the domestic market and ensuring reliable supplies.
The European Commission proposes to allocate 500 million euros for these proposals from the date of entry into force of the law until June 30, 2025. "Today's decision marks a significant step forward for the security and defence of our Union, and particularly in our steadfast support of Ukraine in the face of the ongoing Russian aggression. It will boost our capacity to respond to security challenges.
It is a victory for Europe and for our collective security. Parliament is now ready to negotiate with Council and we hope to reach an agreement as soon as possible," said Christian Busoi, head of the European Parliament negotiating group.

"By introducing targeted measures, including funding, the legislative proposal is aimed at increasing the EU's production capacity and solving the problem of the current shortage of ammunition and missiles, as well as their components.
This will support the reduction of stocks from member states and joint procurement of ammunition," the EP said.
It is noted that the proposal will allow the European defense industry to better support the Armed Forces of Ukraine and the EU countries.
