The priority directions are reforming law enforcement bodies, strengthening civil control of the security and defence sector, anti-corruption policy, achieving mutual compatibility with NATO and developing the security and defence sector of Ukraine. The participants of this year's NATO summit in Vilnius have agreed to eliminate the demand of fulfilling the Membership Action Plan on the way to NATO membership for Ukraine.
Meanwhile, Ukraine's allies made it clear that they would invite Ukraine to join NATO "when the conditions are met". The tool for controlling the reforms Ukraine implements will be the Annual National Programme (ANP).
