- Hungary's Prime Minister Viktor Orban notoriously opposes the commencement of negotiations on Ukraine's accession to the EU and does not even want this issue to be brought up for discussion at the summit.
The Hungarian PM also refuses to support the EUR50 billion multi-year financial support tool for Ukraine and the EU's military support programme for Ukraine.
- On Sunday, 10 December, Ukrainian President Volodymyr Zelenskyy spoke briefly with Hungarian PM Viktor Orban during the former's visit to the inauguration ceremony of the newly elected president of Argentina.
- The Ukrainian president also had a telephone conversation with French President Emmanuel Macron, who hosted Orban in Paris on Friday (8 December), and with European Commission President Ursula von der Leyen.
