On the afternoon of February 3, a missile attack was launched at a cafe in Lysychansk, 12 kilometers from the battle line. According to Russian authorities, 28 people, including Oleksii Poteleshchenko, died at the site. Ten more were rescued from the rubble.

Oleksii Poteleshchenko

Poteleshchenko was born in 1976 in the Odesa region. In 1998, he graduated from Kharkiv Military University with a degree in chemical technology and engineering, combat use of weapons and means of CBRN defense forces. In 2021, Poteleshchenko received a diploma in customs regulation and foreign economic activity of companies.

He held a special rank of colonel of the Civil Defense Service.

He worked in the structures of the Ministry of Emergency Situations. From 2014 to 2016, he joined the ranks of invaders in the so-called "People's Militsia of the LPR". In 2016, he was appointed First Deputy Minister of the Ministry of Emergency Situations of the LPR.

From the end of 2016 to 2019, his official activities were related to engineering and sapper operations.

Until September 2022, he was the head of a training center of the Ministry of Emergency Situations of the Luhansk People's Republic.

Poteleshchenko was appointed to the post of "Minister of Emergency Situations of the LPR" in September 2023, where he worked for five months until the day of his liquidation.
