The explosion occurred near the cultural center on Oboronna Street. "The reasons are unknown. Local publics claim that there were military personnel in the UAZ pickup," Russian media reported earlier without specifying who was in the car.
Initially, some media outlets in the occupied territory reported that it was an ordinary accident and there was no explosion. However, later a video appeared that showed an explosion of a car moving on the road in the center of occupied Luhansk.
