The authorities of Romania, a NATO member, announced the start of construction of shelters near the Ukrainian border. About 50 Romanian soldiers began assembling two shelters. The first concrete shelters are designed to protect the residents of the town of Plauru, near which the wreckage of a Russian drone was found recently.
This step was taken after the decision of the Romanian Emergency Situations Committee to take "measures to protect the national territory in the immediate vicinity of the conflict zone in Ukraine." Residents of areas bordering Ukraine received an alarm through the local Ro-alert system "due to the possible fall of objects" from the sky on Wednesday night, September 13 2023.

"There is a possibility of objects falling from the airspace. Stay calm!
Take cover in a basement or civil defense shelter," the emergency message reads. Later, the Romanian Ministry of Defense said that around 11:30 a.m., near the village of Victoria in the Nuferu commune in Tulcea County, the country's Air Force found the wreckage of the drone, which had scattered several dozen meters. This is at least the third time an allegedly Russian drone has gone down in Romania in the last ten days.
On September 13, Romania again summoned the head of the Russian diplomatic mission to its Ministry of Foreign Affairs in connection with the discovery of new wreckage on its territory. "In connection with the discovery on September 13 of new wreckage of a drone similar to those used by the Russian army scattered several dozen meters in the Tulcea area, the Ministry of Foreign Affairs expresses its strong protest against another violation of Romanian airspace. The Ministry of Foreign Affairs strongly calls for an end to regular attacks against the Ukrainian population and civilian infrastructure and irresponsible escalation by Russia.

The Ministry of Foreign Affairs has informed NATO allies and is consulting with them about the situation on the border between Romania and Ukraine. The Ministry of Foreign Affairs is also immediately summoning the head of the Russian diplomatic mission." The Romanian Ministry of Foreign Affairs called the Russian attacks violations of international law and war crimes.
As previously reported, the Russian troops use the territory of third countries to avoid Ukrainian air defense.
