As part of this year's fall conscription, the Russians plan to draft 130,000 young men aged 18 to 27.

In April 2021, Militarnyi reported that militants from the so-called DPR and LPR were organizing illegal conscription. Back then, they planned to conscript 400 people. In addition, in 2021, it was reported that Russia conscripted young men from the occupied parts of Donetsk and Luhansk regions who hold Russian passports.

In April, it was reported that the so-called district administrations in the temporarily occupied territories of Ukraine were instructed to transfer the lists of Russian passport holders to the local "military commissars".

The lists must be transmitted in electronic form, and copies of the documents of all the occupation administration employees must also be collected and transferred to the "military commissariats".

At the time, it was emphasized that Russian Federation citizens, i.e., holders of enemy passports, are subject to mobilization.

Accordingly, Russians can conscript young people who hold Russian passports.
