BTR-90 became the first armored personnel carrier of Russian development after the collapse of the USSR. The vehicle of OJSC Gorky Automobile Plant development was first shown in 1994.

Serial production at that time was planned to be deployed by 2011 at the facilities of OJSC Arzamas Machine Manufacturing Plant. However, in 2011, the Russian Ministry of Defense refused to purchase BTR-90 in connection with the revision of the concept of weapons of the Ground Forces and the beginning of the development of a conceptually new wheeled armored personnel carrier.
