Zelenskyy says ICC's impact “clear” as Putin “no longer travels to most countries”

Ukrainian President Volodymyr Zelenskyy has stated that the arrest warrant for Vladimir Putin, issued by the International Criminal Court, cannot fully resolve the situation but significantly restricts the Russian leader's international travel. Details: Zelenskyy also noted that most leaders who recognise the Rome Statute refrain from visiting Russia. Speaking about Mongolia, he stated that its behaviour indicates a lack of independent decision-making.

Background:

  • On 24 October, the ICC ruled that Mongolia has violated its obligations as a state party to the Rome Statute by failing to arrest Kremlin leader Vladimir Putin under the ICC's warrant. 
  • Putin's visit to Mongolia on 3 September marked his first trip to a state party of the Rome Statute since the court issued an arrest warrant in March 2023 for his involvement in the abduction of Ukrainian children.
  • Zelenskyy believes that Mongolia demonstrated a disregard for international law by not arresting Russian President Vladimir Putin. 
  • Earlier media reports indicated that the Mongolian authorities allegedly assured Putin that he would not be arrested, a stance attributed to the country's energy dependence on Russia.
  • On 12 September, Ukraine issued a diplomatic protest to the Mongolian side over its refusal to comply with the International Criminal Court's arrest warrant for Vladimir Putin.
